A wave is a regulatory change with a construction consequence and a visible public lead time. The bet is that the advisory is the buy signal and the tender is the sell signal, so this board is read left to right.
A16/03 to CSSD works
The building work from this change is landing now. The work peaks 2026 to 2028.
Supersedes AS/NZS 4187:2014 and AS/NZS 4815:2006. Sets reprocessing requirements for every facility that sterilises reusable devices, from a tertiary hospital CSSD down to a suburban dental practice.
This is the case that proves the method. The Commission told the sector in December 2016 to write a five year implementation plan, then in Advisory AS24/01 made a completed gap analysis a hard assessment gate from 30 June 2025. Action 3.17 is rated not met without it. Every gap analysis that found a physical deficiency, and most did, converts into a board approved capital project on a two to three year cycle. That is the work landing now. The January 2026 amendment resets the baseline those gap analyses were measured against, which is a second, smaller wave behind the first.
